Rowley Maggs, Ambue – PAS 2035 Retrofit Assessments & advanced testing
PAS 2035 Retrofit assessments are the foundation of the retrofit process – establishing an accurate, evidence-based picture of a building’s condition before any design or installation work begins. A thorough, well-documented assessment is what every later stage relies on: get it wrong, and design and delivery are compromised from the start.
Our team has earned a reputation as an award-winning PAS 2035 assessment provider, delivering thousands of residential assessments nationwide – from Kent coastal towns to Cornish cottages and high-rise flats in Stoke – with an unrivalled approach to speed, quality and customer care.
As fully accredited PAS 2035 specialists, we offer end-to-end retrofit consultancy, from initial Retrofit Assessment and Coordination through to final Design. Our assessors have delivered thousands of PAS 2035 assessments nationwide, across social housing, local authority and private property projects. Please see our FAQs below for more information.
Why work with us?
Experience
We’ve delivered thousands of PAS 2035 assessments across the full range of UK housing stock, proven at genuine scale – from heritage assessments in Conservation Areas where standard survey assumptions don’t apply, to retrofit assessments with specialist diagnostic testing (pulse air tightness, borescope cavity wall inspection, Matterport LiDAR scanning) across urban social housing, to managing the logistics of rural assessment programmes.

Understanding Retrofit Assessment: Your Questions Answered
What actually is PAS 2035, and is it mandatory for my project?
PAS 2035 is the UK’s government-backed “whole-house” framework for domestic energy efficiency retrofits. It ensures that energy-saving upgrades are designed and installed as an integrated system, preventing unintended consequences like damp or poor ventilation.
If you are accessing public funding – such as the Warm Homes: Social Housing Fund or the Warm Homes: Local Grant – compliance with PAS 2035 is legally mandatory.
While not legally mandated for private developments, an increasing number of our private clients now adopt the PAS 2035 framework voluntarily as a quality assurance framework.
Adhering to the standard de-risks capital expenditure, protects long-term asset value and ensures that targeted energy and carbon savings are actually realised in practice.
What does your PAS 2035 assessment process actually involve?
Thanks to our multi-disciplined team, we combine multiple services into a single site visit, minimising disruption for residents and improving overall project efficiency:
Standard Deliverables Included in Every Project:
– A Comprehensive Condition Survey: A detailed appraisal of the property’s structural state, services, and structural fabric.
– An Occupancy Assessment: Evaluating how residents use energy to ensure the final design is tailored to real-world habits.
– Energy Performance Modelling: Preparing accurate RdSAP baseline evaluations to map carbon and financial savings.
– A Ventilation Baseline Survey: Checking existing extract systems to calculate adequate air exchange rates.
Available Advanced Diagnostic & Specialist Packages:
– Advanced building testing such as air tightness testing, thermal imaging, borescope cavity wall inspections, Matterport LiDAR scanning, detailed damp/moisture readings and Heritage Impact Surveys for traditional buildings or properties within Conservation Areas..
How do you assess large portfolios efficiently?
We use archetype assessments paired with full-scope testing to create cost-effective design packages. By clustering similar property types together, we minimise the number of individual invasive assessments required, reducing design costs and minimising disruption for residents across large-scale social housing or local authority programmes.
Can you deliver assessments for complex heritage, traditional or hard-to-treat properties?
Yes. Traditional solid-stone buildings require a specialised approach because standard RdSAP software assumptions frequently fail to reflect how these structures actually behave.
Our assessors hold the specialist ABBE level 3 award in energy efficiency for older and traditional buildings. We routinely deliver heritage assessments within strict Conservation Areas – from exposed Cornish cottages to historic blocks in central London – ensuring that damp, breathability and moisture risks are completely understood before any insulation pathways are specified.
How do you manage resident engagement and access?
We prioritise educating tenants at every stage. From the initial contact letter through to the on-site visit, our office team and assessors engage directly with residents in a friendly, accommodating manner to ensure they feel comfortable and understand how these upgrades will improve the health and comfort of their homes.
What accreditations do your assessors hold?
Our assessors are fully qualified, insured and accredited with the UK’s leading bodies, including Elmhurst, ECMK and Quidos.
How do you handle reporting and data collection?
We’ve developed a bespoke reporting system and data collection app that streamlines our on-site assessments. This allows us to capture comprehensive photo evidence, site plans and in-depth fabric observations rapidly, providing Retrofit Coordinators and Designers with audit-ready, actionable insights rather than just raw data.
How much does a PAS 2035 Retrofit Assessment cost?
Pricing is scaled based on the volume, location and archetype of the properties in your portfolio. However, we review our commercial rate cards regularly to ensure we deliver the best value in the industry. If you have found a lower quote for comparable, fully compliant PAS 2035 work, let us know – we will match or beat it where we can.
