The organisation is more than a service provider; it is a trusted supply chain partner helping the built environment sector achieve real, measurable progress towards net zero by delivering tangible reductions in emissions, better energy performance and long-term cost savings. With a proven track record, cutting-edge technology and a sustainability-centred ethos, Building Energy Experts stands out as a transformative force in retrofit delivery.
Retrofit design is a critical component of the PAS 2035 process – the government-approved standard for upgrading UK buildings to be more energy-efficient and lower-carbon. A professionally developed design is the blueprint for a successful retrofit: a whole-house approach that’s effective, compliant, and built to last.
As fully accredited PAS 2035 specialists, we offer end-to-end retrofit consultancy, from the initial Retrofit Assessment and Coordination through to final Design. Our in-house Retrofit Designers are fully qualified under PAS 2035, and deliver designs across social housing, local authority and private property projects. Please see our FAQs below for more information.
Why work with us?
Experience
Our team has an in-depth understanding of the retrofit landscape, proven at genuine scale – from specifying bespoke Internal Wall Insulation pathways for solid-stone properties in Conservation Areas where External Wall Insulation was prohibited, to designing complex off-grid Air Source Heat Pump systems for a local authority housing programme, to delivering multi-unit building design across a mixed portfolio spanning individual homes to a single 30+ flat apartment block.

Speed
A well-planned design is the foundation of a successful retrofit. Our process is built on technical expertise and meticulous planning, so designs are durable and compliant from the outset – preventing the costly delays that come from getting it wrong during installation.

Understanding Retrofit Design: Your Questions Answered
What does your PAS 2035 Retrofit Design process actually involve?
Your dedicated Retrofit Designer will:
Review the Retrofit Assessment – a thorough review of the initial assessment to fully understand your property’s unique context and requirements
Develop a cohesive design – a comprehensive Retrofit Design integrating all required elements, including a robust moisture risk management and ventilation strategy
Ensure full compliance – navigating planning permission, conservation area requirements, and all relevant building regulations
Coordinate specialist input – seamlessly bringing in structural engineers, heritage consultants or other specialists where needed
Adopt a “fabric first” approach – prioritising the building’s fabric (walls, roof, floors, windows) to maximise energy efficiency before considering new systems, ensuring compatibility and long-term performance
What will I actually receive from a Retrofit Design project?
– Risk Assessment & Mitigation Strategy, a thorough assessment of design risks and a clear strategy to manage them
– Detailed Drawings and Specifications, a full set of technical drawings and precise specifications for the planned measures
– Comprehensive Retrofit Design Report, a formal report detailing the design, performance targets, and PAS 2035 compliance
Can you design for heritage or hard-to-treat properties?
Yes – this is a core part of what we do. Solid-stone and traditional-construction properties within Conservation Areas often can’t use standard measures like External Wall Insulation, so our designers produce bespoke Internal Wall Insulation specifications and drawings instead, balancing energy efficiency targets against the moisture and breathability risks specific to older buildings.
Do you only design for straightforward measures, or complex ones too?
Both. Our designers handle everything from standard cavity wall and loft insulation through to complex measures like Internal and External Wall Insulation, and Air Source Heat Pump design.
How do you manage moisture risk in insulation designs?
Rather than relying on generic manufacturer guidance, our technical team runs hygrothermal (WUFI) moisture-risk modelling on specific insulation products against a property’s real wall construction, testing whether a given system will introduce interstitial condensation risk before it’s specified – not after installation.
Do I need a separate Retrofit Coordinator, or does your design service cover that too?
You don’t need to appoint separately. Alongside Retrofit Design, our in-house team includes award-winning Retrofit Assessors and Coordinators, so we can handle the entire PAS 2035 journey under one roof to streamline your project and reduce delays.
Where do you offer your Retrofit Design services?
While we’re based in Bristol, our design team works nationwide – including current multi-unit building design work for Codi Group, a South Wales housing association, supporting both the Welsh Housing Quality Standard (WHQS) 2023 and the Optimised Retrofit Programme (ORP).
